Competitive Electricity Market
Under Maine law, an entity must be licensed by the Maine Public Utilities Commission (MPUC) before marketing or selling electricity at retail, or acting as a broker or aggregator.
Registration, Licensing, and Contracting Information and Restructuring Rules are available at the MPUC Web site.
Business transactions between Maine utilities and competitive electricity providers will generally be performed electronically. Electronic business transactions (EBT) will include:
- usage information for prospective customers to suppliers
- customer enrollments with suppliers
- monthly enrolled customer usage and billing information for suppliers.
In order to sell electricity to retail customers in Maine, competitive electricity providers will need to execute a Competitive Electricity Provider Contract with the appropriate transmission & distribution utility and satisfactorily complete Electronic Business Transaction (EBT) and Electronic Data Interchange (EDI) testing requirements.
