Friend Alert

Hearing and Speech Impairment Assistance
If you use a telephone (TTY) device in your home, just dial 711 and ask the Maine Relay Service operator to contact us at 800.750.4000.
Electricity Lifeline Program
The Electricity Lifeline Program (ELP) offers qualified low-income customers a credit on their electric bill. This credit is based on household income and estimated electricity usage. This credit is applied to your bill in one lump sum. See our fact sheet for more information.
Arrears Management Program
The Arrears Management Program (AMP) offers qualified low-income customers help in reducing their past due balance. See our AMP fact sheet for more information. You can find the State of Maine Arrears Management Program application form here.
Emergency Rental Assistance Program
Maine has $200 million in rent relief funds from the federal Emergency Rental Assistance Program. This program will provide rental and utility relief payments to help eligible renters maintain housing stability. Apply only here, or at your local Community Action Agency.
Local Community Action Program (CAP) Agencies — Additional HEAP funds available
The CAP agencies are continuing to accept applications for the Heating and Energy Assistance Program (HEAP). Agencies are allowing extra time to submit documentation and are considering the household income on the day of the application to determine your eligibility.
If you have been denied in the past and are experiencing a change in your income due to COVID-19, we encourage you to contact your local CAP agency.
Contact your local CAP Agency to apply for benefits to help pay your utility bills.
