Assistance programs

There are a variety of services to help with your bills. Find what you may qualify for below.

Community Action Agencies

Hear about how we partner with Community Action Agencies (CAAs), like Penquis, to support our customers and connect them with programs that can help them manage their electricity bills. If you’re interested in working with a CAA, take a look at Maine Housings’ list of Community Action Agencies.

Other assistance programs

HEAP offers federal grants to help eligible households with heating costs and may also provide weatherization assistance. Apply through your local Community Action Agency (CAA).

To qualify for HEAP, your household income must fall within HEAP guidelines.

The program year runs through September 30. Applications are accepted and processed anytime before that date.

Please note: If you pay court‑ordered child support, those payments may be deducted from your income. If your income is above the guidelines, you may be able to deduct part of your medical expenses. Talk to your local CAA to learn more.

ELP, also known as LIAP, offers qualified customers a credit of up to $1,200 annually on their electric bill.

The amount of your ELP credit is based on household income and estimated electricity usage. See our ELP fact sheet for more information. Apply for ELP at your local CAA or through this link if you receive other DHHS assistance.

Customers who qualify for CMP's ELP may also be eligible to participate in our Oxygen Pump/ Ventilator Assistance Program.
This program provides additional bill credits to customers who must use an oxygen pump or ventilator for at least eight hours per day for health-related reasons. If you've already enrolled in ELP, complete the Lifelight Certificate of Medical Equipment form to receive this assistance.

2-1-1 is Maine's 24/7 health and human services information and referral system. If you or someone you know needs utility or heating assistance, you can use any of the following options to learn more information about available services.

AMP helps qualified customers who are enrolled in HEAP or ELP/LIAP reduce their past due balance by as much as $500 each month, as long as current monthly payments. Learn more about AMP and apply today.
