Maine depends on a reliable, modern electric grid that allows Mainers to go to work and school, run businesses, access medical services and bring children to daycare. For more than 125 years, CMP has powered daily life across Maine. Building on reliability improvements made in recent years, we have submitted a plan that protects the progress we’ve made and supports the hardworking local lineworkers, mechanics, engineers, customer service representatives, and other employees who keep the lights on.
We also know affordability matters to Mainers. This summer the average monthly residential electric bill decreased by approximately $11 on July 1, 2026. In addition, we are proposing no distribution rate increases for grid improvements for ten months, through April 2027.
Looking ahead, we propose targeted investments that protect families and businesses from costly outages by bringing proven reliability measures such as covered tree wire and stronger utility poles to more communities across Maine through April 2028. During the last part of the plan, from May 2027 through April 2028, any increase related to distribution grid reliability improvements would be limited to no more than $7 per month above what residential customers with average usage are paying today.

In Androscoggin County, we’ve proposed upgrading approximately 13 miles of overhead distribution line to stronger tree wire in Mechanic Falls, Auburn, Lewiston, and Leeds. These distribution hardening projects replace bare wire with more resilient materials that perform better during storms and tree contact, helping reduce outages and improve overall reliability for customers across the county.
Proposed plans include upgrades to nearly 8 miles of wire in Mechanic Falls, almost 3 miles in Auburn, just over 1.5 miles in Lewiston, and approximately 1 mile in Leeds. By strengthening these distribution lines with tree wire, we can improve the system’s resilience to extreme weather and vegetation-related outages across the region.
Our proposed projects in Cumberland County include modernizing essential infrastructure in Portland, Yarmouth, South Portland, and Gray through substation upgrades, capacity enhancements, and system reinforcements. The work includes the Portland Area Transmission Reinforcement Project, which consolidates aging substations and strengthens the transmission network to meet long-term regional demand.
Upgrades also involve transformer replacements, modern automated equipment, and gas-insulated switchgear (GIS) installations that reduce substation footprints while enhancing performance and resilience. Together, these improvements will boost reliability, expand backup capabilities, and increase safety for customers, first responders, and the public.
Proposed upgrades between 2027 and 2030 will enhance reliability for approximately 2,000 customers served by the Brighton Avenue Substation in Portland and Westbrook. The project includes replacing aging equipment with modern automated technology that will improve system performance, increase resilience, and help reduce the frequency and duration of outages.
Plans also include a transformer upgrade at the Hinkley Pond Substation within the existing site to improve reliability and expand capacity to meet growing demand in the area. The project includes installing two transformers to provide contingency capability and integrating Gas-Insulated Switchgear (GIS). The compact GIS design will reduce the substation footprint while delivering superior performance compared to traditional switchgear. These enhancements will improve reliability for customers and accommodate future growth.
The Portland Area Transmission Reinforcement Project will address capacity constraints, strengthen reliability throughout the region, including the Casco Bay islands, and support continued economic development in South Portland and surrounding communities.
The existing transformer at the Gray Substation is approaching its capacity limit, restricting the area's ability to support future growth. Installing a larger transformer will increase capacity, improve reliability, and help meet the growing energy needs of customers in the region.
In Franklin County, we’ve proposed projects in Jay, Rangeley, and Strong to enhance reliability and expand capacity to support local economic development, including housing growth, small businesses, tourism, and electrification. Upgrades involve building more than three miles of three-phase line, strengthening overhead infrastructure, and replacing substation transformers nearing capacity limits. These improvements help ensure the electric system can support increasing business activity while minimizing outage impacts on the community.
A transformer upgrade is proposed at the Rangeley Substation, where the existing transformer is approaching its capacity limit. Installing a larger transformer will increase capacity, improve reliability, and support future growth in the area.
Plans also include upgrading overhead distribution lines with stronger tree wire, which is more resilient to extreme weather and vegetation-related outages. Proposed improvements include more than half a mile of upgraded line in Rangeley, 1.2 miles in Strong, and more than 3 miles in Jay, helping strengthen reliability across the county.
Our proposed grid investments in Hancock County focus on upgrading approximately two miles of overhead line in Bucksport by replacing bare wire with stronger tree wire. These improvements strengthen the local distribution system, reduce vulnerability to storms and falling trees, and help improve service reliability for customers in the area.
Across Kennebec County, projects proposed in Farmingdale, China, Monmouth, Vassalboro, and Waterville include extensive distribution hardening, substation upgrades, and capacity improvements. Work such as rebuilding the McCoy Substation in Vassalboro, upgrading transformers, and replacing miles of overhead line will modernize aging infrastructure, enhance storm resilience, and support future customer growth.

The existing transformer at the West Waterville Substation is approaching its capacity limit, restricting the area's ability to accommodate future growth. Installing a larger transformer will increase capacity, improve reliability, and support growing customer demand.
Plans also include upgrading overhead distribution lines with stronger tree wire, which is more resilient to extreme weather and vegetation-related outages. Proposed improvements include approximately 5 miles of upgraded line in Farmingdale, 4.5 miles in China, and nearly 4 miles in Monmouth, helping strengthen reliability across Kennebec County.
In Knox County, we’ve proposed upgrading nearly 10 miles of overhead lines, and new circuit ties are being installed across Thomaston, Rockland, Washington, and Camden. These enhancements improve the grid’s ability to reroute power during outages, reduce the number of customers affected, and support quicker service restoration during storms or equipment failures.
Plans also include upgrading overhead distribution lines with stronger tree wire, which is more resilient to extreme weather and vegetation-related outages. Proposed improvements include approximately 5 miles of upgraded line in Thomaston, more than half a mile in Rockland, over 5 miles in Washington and more than 5 miles in Camden, helping strengthen reliability across Knox County.
If approved, our plans include several projects in Lincoln County, including investments in Newcastle, Bristol, Wiscasset, Boothbay Harbor, and Waldoboro aimed at improving reliability and increasing capacity to meet growing demand. This work involves strengthening distribution systems, adding new circuit connections, and installing a larger substation transformer to address capacity constraints. These upgrades will help reduce outages and ensure the electric system can support ongoing growth throughout the county.
The existing transformer at the Damariscotta Mills Substation is approaching its capacity limit, restricting the area's ability to accommodate future growth. Installing a larger transformer will increase capacity, improve reliability, and support growing customer demand in the Newcastle area.
Plans also include upgrading overhead distribution lines with stronger tree wire, which is more resilient to extreme weather and vegetation-related outages. Proposed improvements include nearly 1 mile of upgraded line in Bristol, more than 1 mile in Wiscasset, 1.6 miles in Boothbay Harbor, and nearly half a mile in Waldoboro, helping strengthen reliability across Lincoln County.
In Oxford County, proposed projects across Waterford, Rumford, Sweden, Roxbury, and Oxford include upgrading more than eight miles of overhead distribution line and adding new circuit ties. These improvements will strengthen the electric system against severe weather, reduce outage impacts, and improve the system's ability to reroute power when disruptions occur.
Plans also include upgrading overhead distribution lines with stronger tree wire, which is more resilient to extreme weather and vegetation-related outages. Proposed improvements include nearly 2 miles of upgraded line in Waterford, more than 1.5 miles in Rumford, and over 3 miles in Sweden, helping improve reliability across the county.
Additional projects include new circuit ties that strengthen the grid by enabling power to be automatically rerouted during outages. Combined with advanced automation, these upgrades can restore service to many customers within minutes rather than hours. The improvements will reduce outage duration, enhance public safety, and help keep homes, schools, hospitals, and businesses connected during severe weather. Proposed circuit-tie upgrades include more than 13 miles of line in Roxbury and over 3.5 miles in Oxford.
Our plan includes several Penobscot County improvements, including a major substation upgrade in Carmel and distribution system strengthening in Hermon and Dexter. The projects will increase capacity, improve reliability, and strengthen the electric system against severe weather, helping ensure dependable service for customers across the region.
Plans include rebuilding the Carmel Substation with modern equipment to address long-term capacity constraints and support future growth. The new substation, located approximately half a mile from the existing site, will serve more than 2,500 customers in Carmel, Etna, Hermon, Dixmont, Newburgh, Stetson, Levant, and Kenduskeag. The upgraded facility will include two transformers, providing redundancy and backup capability that will enhance reliability and reduce the risk of outages.
The rebuilt substation will also incorporate Gas-Insulated Switchgear (GIS), a compact technology that is better protected from the elements and offers improved performance compared to traditional equipment. Together, these upgrades will increase capacity, enhance reliability, and improve resilience across the region.
Plans also include upgrading overhead distribution lines with stronger tree wire, which is more resilient to extreme weather and vegetation-related outages. Proposed improvements include approximately 1.5 miles of upgraded line in Hermon and nearly 1 mile in Dexter, helping strengthen reliability for customers in those communities.
In Piscataquis County, we’ve proposed projects in Monson and Guilford to replace overhead lines with stronger tree wire and add a new circuit tie. These upgrades will enhance reliability, reduce outage impacts, and provide greater flexibility for restoring power during service interruptions.
Plans also include upgrading overhead distribution lines with stronger tree wire, which is more resilient to extreme weather and vegetation-related outages. Proposed improvements include upgrading approximately 1.6 miles of line in Monson.
Additional projects include a new circuit tie in Guilford that will strengthen the grid by allowing power to be automatically rerouted during outages. Combined with advanced automation, these upgrades can restore service to many customers more quickly, reducing outage duration and improving reliability. The project includes nearly half a mile of new line and will help improve public safety while keeping homes, schools, hospitals, and businesses connected during severe weather.
In Sagadahoc County, we’ve proposed upgrading roughly 14 miles of overhead line, and multiple system improvements are planned in Topsham and Woolwich. New circuit ties and transformer upgrades will reduce system bottlenecks, enable power rerouting during outages, and alleviate constraints on a busy section of the grid. Together, these projects will improve reliability, reduce congestion, and support continued growth across the region.
The existing transformer at the Lisbon Falls Substation is approaching its capacity limit, restricting the area's ability to accommodate future growth. Installing a larger transformer and associated infrastructure will increase capacity, improve reliability, and support growing customer demand in the Lisbon Falls area.
The existing transformer at the Topsham Substation is also approaching its capacity limit. A larger transformer and associated infrastructure are proposed to increase capacity, improve reliability, and support growing customer demand in Topsham, Bath, and surrounding communities.
Plans also include upgrading overhead distribution lines with stronger tree wire, which is more resilient to extreme weather and vegetation-related outages. Proposed improvements include nearly 7 miles of upgraded line in Woolwich.
Additional projects include new circuit ties in Topsham that will strengthen the grid by allowing power to be automatically rerouted during outages. Combined with advanced automation, these upgrades can restore service to many customers more quickly, reducing outage duration and improving reliability. The project includes more than 8 miles of line and will help enhance public safety while keeping homes, schools, hospitals, and businesses connected during severe weather.
If approved, we have proposed projects in Somerset County, including upgrades in Fairfield, Skowhegan, Pittsfield, and Emden. These investments include new circuit construction, transformer capacity improvements, and distribution hardening. Together, these projects will help balance system load, reduce outages, enhance reliability, and prepare the electric system for future growth.

Plans include constructing a new circuit from the Fairfield Substation to balance load between substation transformers and create additional capacity to meet growing demand in the Fairfield area.
Additional projects include new circuit ties that strengthen the grid by allowing power to be automatically rerouted during outages. Combined with advanced automation, these upgrades can restore service to many customers more quickly, reducing outage duration and improving reliability. Proposed circuit-tie improvements include nearly half a mile of line in Emden and more than 7 miles in Pittsfield.
Plans also include upgrading overhead distribution lines with stronger tree wire, which is more resilient to extreme weather and vegetation-related outages. Proposed improvements include upgrading approximately 5 miles of line in Skowhegan, helping strengthen reliability for customers in the area.
Our proposed projects in Waldo County include investments in Lincolnville, Brooks, and Unity that will upgrade nearly eight miles of overhead distribution line and address substation capacity constraints. By strengthening power lines and upgrading transformers nearing their capacity limits, these improvements will reduce outage risk, improve storm resilience, and support growing energy needs across the region.

In York County, proposed projects across Old Orchard Beach, Kennebunkport, Saco, Limerick, and South Berwick will modernize the electric system through substation upgrades, new circuits, circuit ties, and distribution hardening. Improvements such as the Factory Island Substation upgrade will strengthen aging infrastructure, improve reliability, and ensure the system can support future customer and community growth.
These targeted investments will help relieve capacity constraints and support continued residential and commercial growth throughout the region. Plans include constructing a new circuit to increase capacity and improve system flexibility in the Old Orchard Beach area.
The existing transformer at the Kennebunkport Substation is approaching its capacity limit, restricting the area's ability to accommodate future growth. Installing a larger transformer and associated infrastructure will increase capacity, improve reliability, and support growing customer demand in the community.
Plans also include upgrades at the Factory Island Substation in Saco. The project would replace two existing transformers with larger units to increase system capacity and backup capability, while adding new circuit breakers, updated communications technology, and a new battery bank. These improvements will modernize aging infrastructure, enhance reliability, and help meet the area's growing energy needs.
